The main argument for promoting this project is that the current road and parking lots
are incompatible with Article 33.5 of the Coasts Act, which provides that in the domain
maritime public transport, “unauthorized parking and movement of
vehicles ”.
The project promoted by the Provincial Coastal Service in Girona provides for the following actions:
• Closure of the current road and restoration of the affected dune system. Creating a path
service, only accessible to authorized vehicles (first aid, public services,
• Adequacy of alternative car parks located outside the maritime-terrestrial public domain.
It is planned to build 2 parking bags (with capacity for 200 vehicles)
and the possibility of the City Council expanding its capacity and building a new access from
of Empuriabrava.
• Removal of all existing rubbish dumps in different areas of the domain
maritime-terrestrial public.
• Partial removal of existing rubbish dumps on the Big Island and recovery of the
old brackish lagoons.
• Creation of a path or itinerary from the interior (proximity to the Big Island) to the beach.
Part of this route is built with elevated wooden walkways. It is also expected
the construction of an elevated observatory and the installation of information posters.
The project includes environmental restoration actions that we consider very beneficial
by the natural systems of La Rubina, included in the Aiguamolls de l’Empordà Natural Park,
but at the same time it entails serious limitations on access that negatively affect the social use of
the beach.
Neither the project nor the corresponding environmental impact study has been taken into account
the impact on social, community and economic activity. In economic terms the closure
access directly harms the economic activities that take place there and,
indirectly, they affect the tourist interest of the whole municipality with an economy very dependent on the
sun and beach tourism.
As acknowledged in the same project, the planned actions have been agreed with the
Management of the Aiguamolls de l’Empordà Natural Park, Castelló d’Empúries City Council and
the Campsites. It is noted that during the drafting of the project the considerations and / or omissions have been omitted
contributions from the other social agents involved: bathers, sports clubs
water sports (kitesurfing, windsurfing, paddle surfing, ...), users with reduced mobility, owners of
dogs, farmers, neighbors, businessmen, bar dealers, horse riders, fishermen
recreation, naturalists ...)
We consider that it is necessary to rearrange the accesses of the beach of the Rubina, as well as to realize
environmental restoration actions of natural systems. In any case, they claim one
viable and sustainable future from a social, environmental and economic perspective. We cannot tolerate
that access restrictions and parking limitations unduly affect existing ones
uses that are made there, and that seriously harm the users of the beach, the activities that until
now we have been able to develop and the tourist interest of the municipality.
With this manifesto we want to bring to light the negative aspects of the project, which
we summarize below:
• The project promoted by the Provincial Coastal Service in Girona of the Ministry for the
Ecological Transition and the Demographic Challenge is a new aggression on democratic culture
and despises the will of the People.
• We denounce the desire to privatize the beach. With this project the big favorites
they are the campsites that, curiously, are the only civil society actors they have
participated in its drafting.
• We denounce the lack of transparency of Castellón City Council in this project, having
